It is, quite simply, another classic clip from Chinese state-run TV, which checks all the boxes: 

• flash frames left in the final edit
• typo on the graphic – 2026, not 2028, of all things
• corrupted video happily used
• nonsensical b-roll
• butchering of names (zhax rogue)

At this point, consider this nothing more than a few officials speculatively trying to make a name for themselves. If Beijing’s 2022 Winter Olympic bid goes well – and it just got a boost with the news that Stockholm is pulling out – consider this one dead in the water.
